I get people's distrust in Kelvin and I certainly don't blame you. That fat bastard had a VLOG called “missing weight” and he literally went on to miss weight. But no matter how unreliable you think he is, he's still a solid fighter. Vicente Luque has never been the same since the brain bleed and I don't see him winning here. Kelvin still has a brick head and is the much better wrestler even though i am sure he won't use the wrestling. I have to pick Kelvin here, but I understand people refusing to bet on him at this point in his career.

Kelvin Gastelum

Kelvin Gastelum has all the skills and none of the reliability. He is a great wrestler, a very good striker, has a granite chin and is capable of being in an absolute dog fight. The problem is he never really had a work ethic and doesn't seem to care. He has missed weight multiple times, bounces between weight classes and is indifferent to wins and losses. With that being said though, he is physically gifted and is talented. He is coming off the bouceback win over Dustin Stoltzfus at Noceh UFC

Vicente Luque

Vincente Luque is pretty good everywhere, he has power in his hands, solid wrestling and fantastic submissions if it gets to the ground. At the end of the day he is a striker and is looking to bang it out on his feet. His 60% takedown defense may seem low but keep in mind he has been fighting the upper echelon of the division for the last 6 years. At one point Vicente was one of the best in the world, but now he's full washed and riding back to back losses.
